F911 is the CMS F-tag for the requirement "Ensure resident rooms hold no more than 4 residents; for new construction after November 28, 2016, rooms hold no more than 2 residents." (Environment & safety). Surveyors cite it when a facility is found out of compliance with that regulation during a standard survey or complaint investigation.
